Diane Paulsell is an applied social scientist with more than 20 years of experience designing, conducting, and overseeing mixed-methods policy-focused research, including national multi-site studies. She has also led rapid cycle learning and program improvement efforts with a variety of human services programs and a foundation-funded research program on family supportive services. Her areas of expertise range from early care and education to parenting, family engagement, youth development and family supportive policies and programs, including nutrition.

Maria Francisco has over three decades of professional experience focusing on global health issues and health care delivery systems in low- and middle-income countries. She has held positions in the public and non-profit sectors, serving in senior advisory, management, and leadership roles for a wide range of initiatives. She brings leadership in the areas of public health program and policy development, having worked extensively in maternal and child health, infectious diseases, and health systems strengthening programs throughout Southeast Asia and sub-Saharan Africa. She has led large multi-country flagship programs for USAID as a senior advisor for child health and immunization. She served on strategic multilateral fora for the Partnership for Maternal, Newborn and Child Health, GAVI Health System Strengthening, and Community Integrated Management of Childhood Illness. She also served in senior technical roles with USAID in Kenya and Vietnam. As an implementing partner, she provided technical direction in health systems strengthening and programming under USAID’s Health Systems Strengthening Accelerator (HSSA), Quality Assurance Project, MOMENTUM, Acting to End Neglected Tropical Diseases | East, and the Maternal and Child Survival Program.

She has more than 40 years of experience designing and conducting large, multi-site implementation and impact studies examining interventions for low-income and language minority children and families. Goodson is an expert on research methodology and measuring ECE environmental quality and fidelity of implementation of educational interventions. She specializes in the evaluation of pre-grade 12 interventions and early learning programs, designing logic models and conducting program improvement research to ensure successful implementations.

Dr. Hecht is an environmental economist with more than 19 years of experience in economic analysis, policy analysis, and research. His primary areas of expertise are in environmental economics, cost-benefit analysis, regulatory economics, and decision analysis. Dr. Hecht is an expert in estimating the monetary value of “non-market” benefits, such as improvements in environmental quality, public health, safety, and security. Hecht has over 10 years of experience in enviromental economic analysis and in evaluating the costs and benefits of mitigation measures

Nicole Keane, MSN, RN, CPHQ has an extensive clinical and research background in healthcare quality improvement, measure development, team-building and formative evaluation in post-acute and primary care settings. Her focus is providing technical assistance to healthcare systems and clinicians to drive quality improvement through learning and implementing the skills of measure development, implementation, benchmarking, analysis, and report writing.

David Judkins has 35 years of experience as a statistician supporting survey research, evaluation methodology and the evaluation of large-scale social interventions. Since joining Abt in 2012, he serves as a senior scientist consulting across the division on a variety of small and large evaluations covering topics that range from questionnaire design to analytic strategies.Judkins has recently focused his career on the evaluation of social interventions, particularly in the fields of adult job training, education, prosocial mass-media campaigns and child welfare.   

Teresa Mota, BSN, RN is an Associate/Nurse Researcher and a sought-after clinical researcher on federal and state projects emphasizing aging, long-term care, and improving the care experience. Mota has an extensive clinical and health services research background in geriatric nursing, and she specializes in post-acute care, quality improvement (QI) and supporting community-based providers and stakeholders to assist them in the identification of best-practices, develop resources and tools, communications, and implementation of QI initiatives. Mota also participates in data collection, measurement, analysis, and reporting related to these programs.

Nadiia Zaritska is a Ph.D. sociologist with 13 years of extensive experience in programme management, research, monitoring, evaluation, research, and learning (MERL), and gender equality and social inclusion (GESI) analysis. With a steadfast commitment to promoting gender equality, social inclusion, and human rights, Zaritska has focused her efforts on driving reforms, democratization, and addressing the social repercussions of conflict and war. Her professional journey has led her to engage closely with national and local governmental bodies in Ukraine, Georgia, and Moldova.
