Julia Watson is an economist and health systems specialist with 25 years of experience working on both developed and developing country health systems. She has extensive experience managing people and programs and collaborating with a wide range of partners. Her work focuses on improving health financing systems and strengthening the stewardship role of governments in mixed health systems.

Judith A. Alamprese has more than 35 years of experience directing research, evaluation and technical assistance projects in adult education and workforce development. Trained as a sociologist, she has focused on system and individual-level interventions to promote the social and economic well-being of low-skilled adults and at-risk youth. For 18 years she has led the division’s adult learning practice, where her work has ranged from leading rigorous evaluations of innovative practices in basic skills instruction to designing state-systemic change initiatives in career pathways.

Francoise Armand is a portfolio manager and senior private sector adviser providing technical leadership and support in international health.She is responsible for supporting Abt’s private-sector health portfolio, and oversaw the DFID-supported Zambia Scaling Up Family Planning project. Armand has expertise in the area of market-based strategies for health, including total market initiatives under the USAID-funded Strengthening Health Outcomes through the Private Sector (SHOPS) project. She has more than 15 years of program management expertise in global health, with a focus on family planning and reproductive health, HIV and AIDS, tuberculosis, malaria and maternal and child health.

David Cooley is an environmental scientist with more than 15 years of experience working in climate change and environmental management. His work has focused on the interactions between climate change mitigation, air pollution reductions, and improvements in public health. He has managed multiple projects for the U.S. Environmental Protection Agency (EPA), U.S. Agency for International Development, and the New York State Energy Research and Development Authority (NYSERDA) to evaluate opportunities to reduce greenhouse gas (GHG) and air pollutant emissions.

Bradford Lucas is an expert in international health and social marketing with more than 20 years of experience leading complex global health projects and managing large teams. His program experience includes malaria and child health, reproductive health, and HIV/AIDS, and he has worked in numerous countries in Africa, Asia, and Latin America. Throughout his career, Lucas has been recognized for his thought leadership and initiative in piloting, scaling up, and replicating new products, services, and approaches; improving processes; and disseminating best practices.

Sandra Wilson is an internationally known expert in research synthesis and meta-analysis. She has conducted systematic reviews of educational programs, most notably on school-based violence prevention and high school dropout programs.Prior to joining Abt, Wilson was the associate director of the Peabody Research Institute and a research assistant professor at Vanderbilt University. Wilson led and supported research projects at the Center for Evaluation Research and Methodology at Vanderbilt.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Elaine Baruwa has more than 15 years of experience conducting program evaluations, economic evaluations, and working on pricing and costing policies and tools for the financing of health services and health systems in Nigeria, Haiti, Ethiopia, China, Bangladesh and other low-income countries.

Julie Sabol started her career in advertising and product placement for Macy's. After a few years in the commercial market, she began her 26-year career in designing social marketing campaigns, public health education materials, and consumer advocacy programs for the federal government.  A hallmark of her expertise, Ms. Sabol brings a blend of strategic thinking, evidence-based insights, and target audience positioning to develop robust multimedia campaigns and digital products.

Debra Kemp Fleischer is a certified Project Management Professional (PMP) with 25 years of experience supporting federal programs. She applies her background in environmental science and policy with communications expertise to inform and engage stakeholders about regulatory and voluntary programs. She has led the development and implementation of multi-media communications strategies for a variety of audiences, including non-profit organizations, industry, environmental groups, and federal staff. She has experience with plain language writing, message development, and risk communication.
